Who is the mother of HTML?

This is not a country and state language and html is not a computer programming language because we can not implement any computer algorithm that's why html has no Mother language.
It is developed by "Tim Berners Lee" in 1991. that's why "Tim Berners Lee" is a father of html.

Html is a predefine language, it's tag tell to browser how to display document on browser window. This is a markup language (hypertext markup language), Using Html we can create multimedia document(A document that contain text, image , audio, video and so on.. called multimedia document).
